Throughout her career, Virginia has supported tribal enterprises with integrity and dedication, and she is proud to advance Chugach’s goals on behalf of its people.

Mike brings more than 15 years of experience in government contracting in progressively increasing leadership roles focused on organizational growth, business development and strategy. He is responsible for driving strategic growth leading efforts to identify, develop, and execute strategies to expand market share, increase revenue, and enhance competitive positioning.

Christopher Buffoni is a senior finance and operations executive with over 30 years of experience leading large-scale integrations, business transformations, and financial strategy. He has held CFO and senior leadership roles across federal contracting firms, driving value creation, operational efficiency, and growth in complex, regulated environments. Chris brings a rich experience with tribally-owned enterprises and joined Chugach with a deep commitment to serving Alaska Native shareholders.

Isaac brings a results-oriented approach to financial leadership, guiding organizations through transformation while ensuring fiscal integrity and long-term sustainability.

Tracy Riley brings over 20 years of expertise in government contracting, specializing in FAR/DFAR compliance, contract administration, and strategic leadership. She has successfully led large teams, driven revenue growth, and implemented transformative processes to ensure compliance and operational efficiency. Her strengths include risk assessment, pricing strategies, and integrating acquisitions to align organizational goals with government contracting requirements.

David Jonelis brings extensive expertise in government contracting, with a proven track record of managing procurement operations, achieving CPSR compliance, and leading high-stakes negotiations for multimillion-dollar contracts. He has a proven track record of accelerating growth, expanding operations and process improvement to drive revenue growth, cost savings, and market development.

William Byrum
Subsidiary General Manager

William provides over 30 years of government contracting experience including over 25 years supporting the intelligence community. His array of knowledge includes design and investigative engineering, performance and accountability for O&M and construction programs, and customer relations. He is a subsidiary leader within our facilities maintenance and management services and construction services.

Kevin Terry
Subsidiary General Manager

Kevin brings over 25 years of government contracting experience, specializing in facilities management for Department of Defense clients both domestically and internationally. He has led key proposal and capture efforts and currently oversees operations within our facilities maintenance and management services divisions.

Mark Miller
Subsidiary President

Mark Miller leads many of our technical services subsidiaries. With over 30 years of professional experience in business development, project management and customer interface particularly in information technology and services within the Department of Defense. He’s also skilled in Program Management Development/Government (PDM) and Strategic Planning Office (PMO) methodologies.

Bill Martz

Bill is a seasoned executive leader largely focused on our construction services with an established track record of efficiently managing multiple locations. He is highly successful developing construction and maintenance divisions, creating and managing budgets, optimizing operations, staff development, and implementing risk assessment and mitigation strategies to ensure high standards of excellence and reliability.

Claire McMillan
Subsidiary General Manager

Claire McMillan brings over 50 years of experience with the Department of Labor’s Job Corps program, serving in roles across counseling, academics, training, and center management. As Center Director at four centers, she led notable performance improvements and helped establish the first Bureau of Apprenticeship and Training partnerships—earning national recognition. At Chugach, she has served as Center Director, Program Manager, Operations Director, and now General Manager. She holds a BS in Psychology and an MA in Vocational Rehabilitation.
