Fortunato brings nearly two decades of executive business development, capture management, and strategic growth experience across the defense, federal, and consulting sectors. He has successfully led organizations in winning multi-million-dollar opportunities, building cross-functional teams, and driving market expansion across federal agencies.

Most recently, Fortunato served as Vice President of Business Development at Akima, LLC, where he directed growth for the company’s Emerging Markets Group in software development, cyber, cloud, AI, and data analytics. Prior to Akima, Fortunato held senior leadership roles at General Dynamics Information Technology (GDIT), ASI Government, FedBid Inc., and Deloitte Consulting LLP, where he consistently delivered measurable growth and innovation. His expertise includes leading large capture teams, developing multi-year strategic pipelines, and establishing new market campaigns.

Fortunato is an Army veteran and holds an MBA from the University of Phoenix, a BBA in Marketing from Radford University, an AAS in Information Technology (Cloud Computing) from Northern Virginia Community College, and multiple certifications including PMP, DAWIA III, and CSCP.

Chugach Government Solutions Joins U.S. Coast Guard in Celebrating STORIS Commissioning

Juneau, Alaska – Chugach Government Solutions (CGS) proudly joined the United States Coast Guard and distinguished guests in celebrating the commissioning of the USCGC STORIS in Juneau this past weekend. Activities honored the vessel’s legacy and marked a new chapter in the Coast Guard’s mission to protect America’s shores and maritime interests.

CGS representatives—including retired USCG Captain (0-6) and Technical Services Division Sr. Subject Matter Expert John Driscoll, Chief Administrative Officer and Chief Legal Officer Virginia Robinson, Chugach Government Relations Director Brian Knapp, and Sr. Director of Strategic Communications Elizabeth Nerland—were honored to take part in the celebrations, which culminated in the official commissioning on Sunday, August 11.

Honoring the Crew and the Mission

Our team’s engagement began Friday morning, August 8, when Driscoll and Robinson joined the crew for a tour of the STORIS, engaging with crew members and the contracting officer’s representative. “It was incredibly impressive to see firsthand the many capabilities of the STORIS,” shared Robinson of the tour. “She’s clearly ready for the Arctic – clearing waterways, protecting our shores, refueling at sea, aiding in search and rescue, and pushing into waters few ships can reach.”

Friday evening festivities continued with a reception at the Juneau Yacht Club hosted by the Navy League – Juneau Council for the STORIS crew. Driscoll offered brief remarks highlighting the coordinated efforts to bring the STORIS into service and the vessel’s importance to the Coast Guard’s operational readiness.

“The STORIS represents a unique opportunity for the Coast Guard,” shared Driscoll at the event. “I’m looking forward to seeing what the STORIS can become, and Chugach is excited to help shape that future—just as we’ve done for decades with vessels across the fleet.”

Commissioning Day

On Sunday, August 11, CGS leadership joined dignitaries, servicemen and women, and community members for the official commissioning ceremony. Admiral Kevin Lunday, Acting Commandant of the U.S. Coast Guard, was commended for his leadership in strengthening the service—including achieving a milestone of 15,000 recruits currently in the pipeline to support its homeland security mission.

Keynote speakers included Deputy Secretary of Homeland Security Troy Edgar, U.S. Representative Nicholas Begich, U.S. Senator Dan Sullivan, U.S. Representative Mike Ezell, and U.S. Representative Jimmy Patronis, all of whom expressed steadfast support for the Coast Guard. Their shared message resonated throughout the event: “A stronger America starts with a stronger fleet—and that starts in Alaska with the STORIS.”

A Partnership Spanning Three Decades

For over 30 years, Chugach Government Solutions has partnered with the U.S. Coast Guard, providing essential technical expertise through both direct contracts and work with the Naval Information Warfare Center (NIWC) Atlantic. CGS plays an important role in installing shipboard sensors, communications and computer systems, and combat management systems across the fleet. Not a single National Security Cutter, including the STORIS, gets underway without a Chugach expert on board to assist the crews with getting their Combat Information Centers up and running, preparing them for operations, and troubleshooting issues that arise early in deployments.

Chugach Spotlights Mission Support Excellence During “Wing Day” at Laughlin Air Force Base

Chugach Government Solutions (Chugach) proudly took part in “Wing Day” at Laughlin Air Force Base (AFB), an event hosted by the 47th Flying Training Wing to showcase the installation’s mission-critical operations and foster deeper connection across the base community.

While traditionally reserved for military personnel, this time Wing Day spotlighted the vital role of mission partners like Chugach, whose team provides comprehensive Base Operations Support (BOS) services across Laughlin. Chugach had the honor of hosting Colonel Tyler Ellison, Commander of the 47th Flying Training Wing, for a guided tour through key operational areas known informally as the “Trade Shops.” Accompanied by the Deputy Wing Commander, Civil Engineer (CE) Squadron Commander, Contracting Officer Representatives, and other base leaders, Colonel Ellison visited the electrical, HVAC, heavy equipment, and Energy Monitoring and Control System (EMCS) shops—each critical to maintaining the base’s infrastructure, flightline operations, and energy efficiency.

One of the day’s highlights came during a discussion of the base’s potable water system, where Colonel Ellison expressed strong interest in how Chugach is responding to Texas’s dry summer conditions. The team detailed their strategies for ensuring safe, consistent water delivery amid regional drought a reflection of Chugach’s proactive approach to mission readiness.

Chugach’s impact goes far beyond these technical divisions. From fire truck and fleet maintenance to warehouse operations that support predictive and preventive logistics, and even maintenance of the flightline lighting and pavement, Chugach plays a vital role in Laughlin’s operational continuity. The team also supports quality-of-life facilities such as the marina and lakeside cabins—underscoring the full spectrum of services they provide to enhance life and mission performance on base.

Ken Ackerman – Vice President, Human Resources

Ken Ackerman is a seasoned human resources executive with over 20 years of experience leading organizational transformation and strategic HR initiatives across federal contracting, defense, and professional services sectors. Before joining CGS, Ken served as Executive Director of Human Resources at V2X, where he oversaw corporate learning and development, employee experience, and philanthropic strategies for a workforce of 16,000 employees. His leadership resulted in increased employee engagement, improved onboarding processes, and significant cost savings through vendor consolidation.

Ken also held key roles at Booz Allen Hamilton, where he led talent planning and integration and Rummel, Klepper & Kahl as Chief Human Resources Officer, managing HR strategy for a 1,500-person workforce. Earlier, he advanced HR initiatives at Northrop Grumman, Legg Mason Investments, and Lockheed Martin, gaining extensive experience in HRIS implementation, Benefit Planning and Administration, Employee Development, Mergers & Acquisitions, and Workforce Planning.

Ken holds an MBA from Loyola University of Maryland and a Bachelor of Science in Business and Managerial Economics from Florida A&M University. He is certified as a Senior Professional in Human Resources (SPHR) by the HR Certification Institute.

Isaac Fawehinmi, CPA, VP, Controller

Isaac Fawehinmi – Vice President, Controller

Isaac Fawehinmi is an accomplished corporate finance leader with over two decades of experience driving financial management, compliance, and operational excellence across both federal contracting and commercial sectors.

Prior to joining CGS, Isaac served as Vice President of Accounting & Finance at All Native Group, where he led strategic pricing, financial planning, and systems optimization—contributing to more than $500 million in contract wins and consistent year-over-year growth.

Previously, he spearheaded financial integration and ERP implementation efforts at USA Millwork, significantly improving reporting capabilities and reducing costs. He has also held senior leadership roles at Sev1Tech, DTI Management, and ImmixGroup, where he managed forecasting, audits, and financial systems while supporting mergers and acquisitions and ensuring compliance with GAAP and federal regulations.

Recognized for his ability to lead high-performing teams, streamline operations, and deliver actionable financial insights, Isaac holds a Bachelor of Science in Accounting from Wesley College and is a licensed Certified Public Accountant (CPA) in Virginia.

Chugach Secures $164M NIWC LANT Contract to Advance U.S. Coast Guard C5I Modernization 

Charleston, SC – Chugach has been awarded a $164 million contract to support Naval Information Warfare Center (NIWC) Atlantic. This award continues more than a decade of mission-critical service to the U.S. Coast Guard (USCG). It also reinforces Chugach’s commitment to delivering end-to-end C5I (Command, Control, Communications, Computers, Combat Systems, and Intelligence) system integration, engineering, and technical support.

The contract supports operations at NIWC Atlantic in Charleston, SC, USCG Headquarters in Washington, DC, and field sites in Norfolk, VA. Chugach will maintain secure, fully equipped contractor facilities near these locations to enable efficient staging, coordination, and deployment.

Under this task order, Chugach will provide full lifecycle support for Coast Guard platforms. This includes shipboard integration of advanced communications systems, small Unmanned Aerial Systems (sUAS), and Hull, Mechanical, and Electrical (HM&E) upgrades. The contract also covers technical training for ship personnel, physical security upgrades, and 24/7 on-call support for engineering and logistics.

Chugach Government Solutions (CGS) Announces President Transition 

(Anchorage, Alaska) – Chugach Government Solutions (CGS) has announced the departure of President Dirk van der Vaart. The Board of Directors of Chugach Alaska Corporation (Chugach) has appointed CGS Senior Vice President and Chief Legal Officer Virginia Robinson as Interim President of CGS while an executive search is conducted to identify the next leader for Chugach’s government contracting business line.

Chugach Secures AFTAC Seismic Mission Support III Contract

Chugach has secured the United States Air Force Technical Applications Center (AFTAC) Systems Development Directorate Seismic Mission Support III contract, extending our trusted partnership since 2000. This award underscores our leadership in seismic monitoring and our commitment to supporting AFTAC’s critical mission. Our expert team will execute this operation in Wyoming and two remote sites in Canada—Cambridge Bay and Flin Flon.

AFTAC plays a crucial role in global nuclear treaty compliance, leveraging advanced seismic, hydroacoustic, satellite-detection, and airborne materials collection systems to monitor nuclear activities. Chugach continues to deliver seamless data collection and mission success, reinforcing our expertise in seismic ground-based monitoring.

Comprehensive Seismic Mission Support

Under this contract, Chugach delivers expert mission support at three seismic stations in the United States and Canada:

  • Operating Location (OL)-BW, Boulder, Wyoming
    • A 16-square-mile seismic facility featuring a main compound with six buildings, a remote operating facility, and multiple seismic arrays.
    • The site hosts 13 short-period instrument locations, one broadband instrument site, and two radio repeater sites for intra-site communications.
    • A second seismic array at this location supports seven additional sites for field research, testing, and training.
  • Equipment Location (EL) 079 – Above the Arctic Circle, Canada
    • A 400-square-mile seismic array housing 19 short-period instrument sites, one broadband instrument site, four long-period instrument sites, and 450 miles of cable for power, data, and intra-site communications.
    • The Canadian Government owns and manages the facility building supporting daily operations.
  • Equipment Location (EL) 244 – Flin Flon, Canada
    • A 175-square-mile seismic array with 18 short-period instrument sites, one broadband instrument site, and 50 miles of cable for power and data transmission.
    • This location also houses an atmospheric sampling sensor, enhancing AFTAC’s monitoring capabilities.

Congressman Rob Wittman Visits Chugach Government Solutions in Chesapeake, VA

Chesapeake, VA – Chugach Government Solutions (CGS) was honored to welcome Congressman Rob Wittman, Vice Chairman of the House Armed Services Committee and the House Natural Resources Committee, to its Chesapeake facility. During his visit, Rep. Wittman engaged with CGS leadership and employees, highlighting his commitment to military readiness, workforce development, and strategic partnerships that support national defense and economic growth.

Rep. Wittman, who has served Virginia’s First Congressional District since 2007, has been a steadfast advocate for strengthening the military, promoting a robust economy, and advancing workforce development initiatives, particularly in Science, Technology, Engineering, and Math (STEM) and Career and Technical Education (CTE). His leadership roles on the House Armed Services Committee, including as Chairman of the Tactical Air and Land Forces Subcommittee, position him as a key voice in the modernization of U.S. military capabilities.

During his visit to CGS, Rep. Wittman received guided tours focused on key Coast Guard and Navy projects. Dave Melvin, a Chugach Program Manager of the Warfighter Solutions Group, showcased several advanced engineered systems, including the Carrier Ready Room Collaboration Briefing System (CRR CBS), an in-house built Squadron Duty Officer Desk (SDO), and the AN/USQ-241(v) Unmanned Carrier Aviation (UCA) Video Management System (VidMS) for the Unmanned Air Warfare Center (UAWC) in aircraft carriers.   Additionally, Ken Grimes, Chugach’s NIWC Coast Guard Program Manager, guided Rep. Wittman through Chugach’s Proliferated low Earth orbit (pLEO) satellite projects, including Starshield and Kymeta. Discussions also covered Chugach’s replacement for an outdated alarm and announcing system aboard CG Cutters and ongoing work related to the USCG SIN2/AIS2 initiatives.

 Following the tour, he participated in a roundtable discussion with CGS leadership, where critical topics were addressed.

Rep. Wittman expressed his appreciation for the contributions of Alaska Native Corporations (ANCs) and the importance of the 8(a) Small Business Program in fostering government contracting opportunities.

An avid champion of natural resources and a longtime advocate for the Chesapeake Bay, Rep. Wittman also engaged in an animated discussion on fishing and fish population management in the region, reflecting his deep passion for environmental conservation.

Chugach’s PMO in Guam Expands Presence in the Indo-Pacific with Contract Wins 

Guam – Chugach’s PMO in Guam has secured three significant competitive task orders, under the Small Business Design-Build Multiple Award Construction Contract (SBDBMACC) Guam and the 8(a) Multiple Award Construction Contract (MACC) Guam, strengthening military infrastructure across Guam and the Pacific region 

The 8(a) MACC Guam facilitates construction, renovation, modernization, and routine repair/maintenance work at various Federal and Military facilities throughout Guam and surrounding areas. This includes all necessary labor, safety controls, materials, equipment, engineering, and administrative support to ensure the successful execution of projects that meet the highest standards of quality and usability. 

The Small Business Design-Build Multiple Award Construction Contract (SBDBMACC) Guam supports military and federal projects by facilitating new construction, renovations, infrastructure upgrades, and maintenance on U.S. bases in Guam. This IDIQ contract enables small businesses to compete for design-build projects, improving mission-critical facilities, environmental safety, and operational readiness while boosting local economic growth

  1. Guam Army National Guard Readiness Center, Barrigada (Design/Build project under SBDBMACC Guam and 8(a) MACC) 
    A 18-month project for a 4,600-square-foot Network Operations Center addition to the Guam Army National Guard Readiness Center. The project includes unexploded ordnance clearance, comprehensive design and construction of the new facility, and procurement and installation of all furnishings to support mission readiness. 
  1. Military Infrastructure Enhancement Project (Design/Build project under 8(a) MACC Guam) 
    A 14-month project to bolstering the military’s operational readiness in the Pacific, reinforcing our commitment to enhancing national security infrastructure in the region.
